JOB PURPOSE

To assist the registered manager in overseeing the operational activities within the home in accordance with legislative and policy requirements. To fulfil all duties and responsibilities of a Registered Manager in their absence as required by the Children’s Homes Regulations 2015, company policy and procedure and OFSTED inspection framework.

To lead a residential staff team, undertaking the core tasks within the remit of the home to provide for the physical, health, emotional and social needs of the young people looked after, whilst preparing, enabling and assisting them to fulfil their individual care plans. Safeguarding children and vulnerable people is a priority for all employees.

NATURE OF THE POST

The post holder will be based at one of our residential homes in the Northamptonshire area of England. Employees should note, however, that they are employed by Heart and Home Living and may be required at some point to work at other appropriate locations within the organisation. The young people in the care of Heart and Home Living will have a variety of difficulties for which they will need varying levels of support. In order to provide the required care, the staff team will work shifts allocated by the Manager or delegated deputy, including weekends, evenings, and the young people’s annual holidays. At times the Rota requires additional support, the deputy will be responsible for providing this support and is required to work on shift during these times. A number of administrative hours will be spent attending meetings, staff meetings, supervision, annual appraisals, training, and young people’s reviews. In undertaking activities with the children/young people and on behalf of the Home the post holder can expect to use the organisation vehicle/s based at the home.

The objectives of Deputy Manager are to fulfil the responsibilities outlined by the home manager and accountabilities to a standard complying with the Children’s homes Regulations 2015 and care standards for the post. However, the nature of the work with the homes of the organisation is varied and, in many instances, unpredictable, therefore all staff are expected to work in a flexible way and tasks that have not been covered in the job description may have to be undertaken. Whilst the Registered Manager will guide the work of the Deputy Manager, there is an expectation that if the need arises the post holder will be able to manage the home independently in the absence of the Registered Manager and, in order to progress to a Manager post, it is expected that the post holder will be able to demonstrate significant professional development, evidenced by a range of transferable competencies, and that they have the ability to enhance the professional development of other members of staff.

At all times, the post holder is expected to conduct themselves professionally, to work within the current legislative framework and adhere to the organisation Policies and Procedures.

KEY DUTIES

• To be responsible for the day-to-day management of all operational aspects within the designated home by ensuring the provision of a 24-hour, 7-day service which can respond as required to requests for service out of office hours in the Absence of the Registered Manager.
• To work alongside the Registered Manager and contribute to the planning, delivery and review of services. To monitor and maintain standards against agreed criteria and objectives and to implement quality assurance systems, which reflect agreed good practice, involve children and their carers. This will necessitate a joint management and multi-agency approach and collective work strategy involving the management team, residential care workers and external agencies.
• To support the Registered Manager, manage resources effectively, including budgets, buildings, equipment etc, and the use of resources not provided directly by the organisation under the Children Act and Children’s Home Regulations 2015.
• To support the Registered Manager in managing staffing resources with flexibly and efficiently within the agreed average hours arrangements in accordance with the organisation Policies and Procedures, and to ensure effective communication to all staff through written information, team briefings and management meetings and provide supervision in accordance with agreed policies.
• To contribute to training strategies which reflect the objectives and targets of the home, and which promote and maintain a learning culture within the workplace.
• To provide a caring, safe, secure and accepting environment that meets the basic physical, health, social needs and rights of the young people. This will include supporting less experienced staff via positive and effective team working, to achieve high quality standards of care that are set and agreed by the Registered Manager on behalf of the Company. Additional information

The employees at Heart and Home Living work directly with the young people and this can on occasion be physically demanding, therefore employees must be able to undertake all the requirements of the job and requisite training in full. For the safety of staff and the young people, training will be provided to assist employees to carry out their role, specifically the Emergency First Aid and Physical Intervention training (this provides staff with the skills to carry out the sometimes-necessary safe holds in a non-threatening way).
